Tenants may make minor cosmetic changes, such as repainting, without asking the landlord. Any structural alteration, however, needs the landlord's written consent first. At the end of the tenancy the flat must be returned to its original state unless the landlord has agreed otherwise, and the tenant pays for all of the work.
